數百名移民於週四越境進入西班牙位於北非的飛地休達（Ceuta），許多人甚至直接游過邊境圍欄。當地官員警告，收容中心已嚴重飽和，當地正處於「人道與社會緊急狀態」。
根據法新社（AFP）記者現場目擊，大批成年人與孩童全身濕透走入休達（Ceuta）市區，海灘上散落著廢棄的救生圈與衣物。休達自治市主席 Juan Vivas 指出，過去幾天已有1,500名移民經由海路抵達，目前每天有超過200人湧入，收容中心早已不堪負荷。
邊境的另一側，摩洛哥（Morocco）城鎮Fnideq附近也聚集了數百人等待越境，此次越境事件恰逢摩洛哥的國定節日國王登基日（Throne Day）。西班牙首相 Pedro Sanchez 表示，政府正全力應對這場危機，並與摩洛哥及國際社會合作以恢復秩序。西班牙內政部也強調，將與摩洛哥合作，盡速將非法入境者遣返。
這起移民潮也引發西班牙國內政治風暴。反對黨人民黨（Popular Party）領袖 Alberto Nunez Feijoo 批評政府不應迴避責任，直言這是一場「國家安全危機」；極右翼民聲黨（Vox）領袖 Santiago Abascal 則公開指責首相桑傑士(Pedro Sanchez)應為此負責。

Why is the rush happening now?
It's not yet clear why large groups are suddenly seeking entry to Ceuta in the past few days, even though a couple of relatively recent developments at least bear a tangential relationship to the issue.
Earlier in July, the Spanish Supreme Court ruled that migrants arriving by sea could not immediately be pushed back across a border in the same way as they could at a land border crossing.
The Ceuta and Melilla enclaves in North Africa bordering Morocco do present exceptional cases where this ruling is concerned, in that it is technically possible to enter them "by sea" despite the fact that you are essentially circumventing a border crossing on land, not crossing the Strait of Gibraltar or the Mediterranean.
